I'm going to give you my advice on how I did pigtails. First, wet the hair, use a comb as it grips the hair better. Use those tiny ponytail holders that are about as round as your finger. Once you get it in, kind of roll it on the top so that the hair flattens back.
You can train the hair. K's was so straight and had no shape at all. Each time it was washed, I combed it the way I wanted it to go. Now her hair naturally falls the way I have combed it for years. My momma always said that hair can be trained.
She is getting cuter by the day.

Also, some of K's first pigtails looked like that. One day I picked up a student to take to the mall with me and K. The student was born in China and is Chinese. She was about 11 at the time.
When we were getting K in the stroler, she told me "One day I teach you to do her hair better." I didn't say a word....

She is so cute in her pigtails! I can't see how you did them, though, did you use those tiny clear bands or something else. I think that Nora might finally have enough hair for piggies now, but I'm not sure what to use and with the way she squirms around, I'm not sure I could get a band in her hair. A little clippy would be easier...
